That is a dumb thing for him to say when, in light of Paris attacks, we are expected to review our strategy and increase efforts to destroy ISIS. It is likely that there must be ground troops (a US-led coalition)in order to take back its territory and destroy its core.

With our capabilities, maybe ground troops are not needed. Fight the war through technology and precision bombing.
Regional soldiers should lead the ground offensive.
Keep our 'boots on the ground' on US soil.
